R. Chix Miller, rated “AV” in Martindale Hubbell Law Directory (the highest rating for legal ability and ethical standards), is managing partner of Sell & Melton LLP and has represented numerous governmental entities as Bond counsel and Issuer’s counsel over the past thirty five (35) years. Mr. Miller is the head of the Public/Municipal Section at Sell & Melton LLP. He has closed as Bond counsel over two hundred seventy (270) bond issues in sixteen (16) states – Alabama, California, Florida, Georgia, Illinois, Indiana, Mississippi, Missouri, New York, North Carolina, Ohio, Oklahoma, South Carolina, Tennessee, Texas and West Virginia. Mr. Miller also represents two local issuers – the Development Authority of Bibb County and the Macon-Bibb County Hospital Authority.

Mr. Miller specializes in acting as Bond counsel for the financing of nursing homes, assisted living facilities, manufacturing facilities, QZABs, prisons, and low to moderate income housing projects. He has participated in several hospital and exempt facility financings as well.

At Sell & Melton LLP, Mr. Miller is currently in his eighteenth (18th) year as managing partner. He has amassed considerable experience in the field of public/municipal finance and in structuring and successfully completing difficult financings. In addition to public/municipal finance, Mr. Miller practices in the areas of: Taxation, Trusts, Estates and Wills.

Mr. Miller and his wife, Cathy, have been married for over 46 years. They have two grown children and five grandchildren.
